We’ve already written multiple articles about the possibility of a permanent residence in Philippines via the FIV program (for example, here). But Philippines go even further. The new offer is the Philippines Quota Visa.
It’s an option often discussed in expat circles but sometimes misunderstood. Because interest has been so high, we wanted to provide a clear snapshot of how this „Section 13“ visa actually works and why it’s considered the highest tier of residency in the country.
What is the Quota Visa?
Regulated under the Philippines Immigration Act of 1940, the Quota Visa is an exclusive category that grants immediate and unconditional Permanent Residency. Unlike temporary work or retirement options, it is a definitive, „one-and-done“ status designed for those seeking the ultimate level of stability and freedom in the Philippines.
Program Highlights & Benefits
The Quota Visa is characterized by its simplicity and the freedom it offers:
- True Permanent Residency: You are granted permanent resident status from day one, providing a lifetime right to stay in the Philippines with no expiry on the residency itself.
- Full Work & Business Freedom: Holders are authorized to engage in business, seek employment, or enroll in schools.
- Financial Capacity: Unlike programs that require you to buy specific real estate or government bonds, you simply demonstrate „financial capacity.“
- Total Control of Funds: You show this capacity by having $100,000+ USD in your own Philippines bank account. Once the visa is approved, those funds remain entirely under your control to use as you see fit.
- Unrestricted Travel: Enjoy multiple entry and exit privileges without the hassle of frequent re-entry permit applications.
- Tax Advantages: Under current regulations, a resident’s foreign-sourced income is not taxed in the Philippines.
The „50-Slot“ Rule
Part of the reason this visa is so prestigious is its scarcity. By law, the government only grants 50 slots per nationality, per calendar year. These slots are available to citizens of eligible countries with reciprocal immigration agreements with the Philippines (which includes the US, Canada, Australia, and most of Europe).
Because these 50 spots reset every January, availability depends entirely on how many people have already applied this year.
What does the process look like?
Applying for a Quota Visa is a „boots-on-the-ground“ process. It typically requires spending a month or more in the Philippines to coordinate the various steps. It includes opening your local bank account, completing a medical check, and completing a background check. All of this must be finalized before your application undergoes its final review and official approval by the Bureau of Immigration.
Our local partner team coordinates every appointment and escorts you through each step to ensure that by the time your application reaches the Bureau of Immigration for final review, the process is as streamlined and stress-free as possible.
Is it right for you?
If you are looking for long-term residency in the Philippines, we can help you determine if the Quota Visa is the right fit.
Because slots are limited and eligibility is specific to each nationality, the best way forward is a brief introductory call with one of our experts.
