Italy: Five Tax and Wealth Advantages Many People Don’t Know About

Italy five tax and wealth advantages

If you would think of Italy, what would come to your mind at first? Probably, the rich history, architecture, cuisine. You might also think of the Italian quality of life and the beautiful nature. But Italy is not only this. Last year, we wrote an article about the HNWI tax regime Italy offers to new residents. But even this regime is only a part of what Italy offers to entrepreneurs, investors, retirees, and high-net-worth individuals.

Below are five key reasons why Italy may deserve a place on your shortlist if you are considering relocating or restructuring your international tax, residency and business planning. Especially for those of you who would like to stay within Europe.

1. Tax-Free Gifts Between Family Members

Italy has one of the most favorable gift tax systems in Europe.

Gifts made between spouses and direct descendants or ascendants (parents, children, grandparents, and grandchildren) benefit from a €1 million tax-free allowance per donor and per recipient.

This means that:

  • A father can gift €1 million to each of his children without paying gift tax.
  • A mother can do exactly the same, independently of the father’s allowance.
  • Multiple gifts made over time continue to benefit from the exemption until the €1 million threshold is reached.

Only the amount exceeding €1 million is subject to a 4% gift tax.

Family Business Transfers

Italy also offers an important exemption for the transfer of your family business.

Businesses, company shares, and corporate participations can be transferred to a spouse or direct descendants completely tax-free, regardless of their value. The only condition is that the beneficiaries continue operating the business or retain control of the company for at least five years.

This makes Italy particularly attractive for succession planning involving valuable family-owned businesses.

2. A Highly Favorable Inheritance Tax System

The ax rules applicable to gifts apply in the same way to inheritances.

However, there is an additional advantage that is often overlooked: the exemption used for lifetime gifts does not reduce the exemption available upon inheritance.

For example:

  • A child may receive a €1 million gift during the parent’s lifetime without paying gift tax.
  • Upon the parent’s death, the same child may inherit another €1 million and once again benefit from the full exemption.

This allows families to transfer substantial wealth across generations with minimal tax exposure.

3. The Italian Flat-Rate Tax Regime for Freelancers and Small Businesses

Italy’s Forfettario Regime is a simplified tax regime designed for freelancers, self-employed professionals, and sole proprietors.

Its main advantages include:

  • A 15% flat tax, reduced to 5% for eligible new businesses during the initial years.
  • No VAT charged on invoices.
  • Simplified accounting requirements.
  • No withholding tax on invoices, allowing professionals to receive the full payment immediately.

The regime is available to taxpayers meeting specific legal requirements, including annual revenues not exceeding €85,000.

Along with countries like Ireland, Bulgaria, Romania, Poland or Hungary, it represents one of the most competitive small-business tax regimes in Europe, especially for freelancers, consultants or digital professionals.

4. Italy’s Special Tax Regime for New Residents

Italy has created one of Europe’s best-known tax regimes for high-net-worth individuals relocating to the country.

Eligible individuals who become Italian tax residents may opt for a fixed annual tax of:

  • €300,000 per year for the main applicant;
  • €50,000 per year for each qualifying family member.

This fixed tax covers all foreign-source income, regardless of its amount.

Additional benefits include:

  • No ordinary Italian taxation on foreign income covered by the regime.
  • No obligation to report foreign financial assets and overseas real estate.
  • Exemption from Italian inheritance and gift taxes on assets located outside Italy.

The regime can remain in force for up to 15 years, provided the individual has not been an Italian tax resident for at least 9 of the previous 10 years.

For internationally mobile entrepreneurs, investors, and wealthy families, this regime offers significant tax certainty and simplicity.

5. A 7% Flat Tax for Foreign Retirees

Italy offers an attractive tax regime for foreign retirees relocating to the country.

Individuals receiving a foreign pension who relocate to certain municipalities in Southern Italy or qualifying small towns may elect to pay a 7% flat tax on all foreign-source income.

The regime applies not only to pension income but also to:

  • Dividends;
  • Capital gains;
  • Interest;
  • Other foreign investment income.

The tax benefit may last for up to 10 years.

To qualify, applicants must generally:

  • Have been tax residents outside Italy for at least five years.
  • Receive a pension paid by a foreign institution.
  • Transfer their tax residence to an eligible municipality.

For many retirees, it represents an excellent opportunity to enjoy the Mediterranean lifestyle while benefiting from a highly competitive tax system within EU.
